Bill to the Town of Lee for Legal Department of (VRC) for Religious land use and institutionalized persons act due to uncalled for delays and expensive in discrimination and rejection of cabins in the woods on eleven-acres at 101 Stepping Stone rd Lee NH as is allowed by zoning in the Town of Lee NH and as has been so allowed as on RT #125 being completed this very year.
1 septic design required by the building inspector before allowing tree cutting on property even though he was informed Compost Toilets were and are going to be the sole use on this property as it is the Religious belief of the VRC.

2. On March 22, 2013 the building permit was denied even though all requirements were met under the law RLUIPA and court decisions
3. The Planning Board on March 27, 2013 did not issue the permit but delayed until April 10,2013 requiring that the drive way line on the septic design be extended two inches at a cost of 1000.00 to serve no purpose except to enlarge the bill to discriminate against the VRC
4. Discrimination in the form the law, constitution and the US Supreme Court clearly allows others to do this very act but the VRC is delayed and denied. The VRC legal department charges $10,000.00 for services as the Town of Lee NH has been so informed on March 28, 2013 With the VRC commandments and the application for a building permit. From March 28, 2013 to the next Planning Board Meeting April 10,2013 is at a cost of 10,000.00 pre-day $2000,000.00 for this is the VRC’s religious belief and conviction and under the court rulings they and no government power has the right to question this.
5. The total of the bill so far is
$1700.00 un-needed septic design
$1000.00 to have lines extended on un-needed septic design
$200,000.00 for legal department costs, as VRC religious belief requires.
Total $202,700.00
Discrimination and abuse of government power is Illegal in the USA and for a town government in New Hampshire to use manipulation and abuse of power to demonstrate Totalitarianism to stop or delay homes for homeless US Military Veterans can never be tolerated. The $10,000.00 per-day legal bill runs until the bill is paid, as that is our religious belief and conviction.

Sirs
My name is Peter Macdonald and at this time I ask that you allow me to speak openly at your next meeting. I am a 100% Service connected Disabled US Marine from the Vietnam Conflict. Three of my four disabilities are combat related. I purchased the land at 101 Stepping Stone Rd last August. My wife and I purchased this land with our life savings to build cabins for homeless US Military Veterans to live in until they can come home mentally as well as physically. The Town of Lee is creating delays and expenses to stop this project. I am so tired of hearing we (meaning the town government) are trying to help you. What I want to do is legal and I have done my best to keep the town informed and work with you. The building Inspector came down with the police to stop my cutting trees because I did not have a septic design. I informed him that this property would only have compost toilets. He informed me I needed to go in front of the Zoning board to use compost toilets in Lee. This is factually wrong and if the government officials do not know the law and rules that you (meaning the government) create how can you deny us (meaning the citizens) the right to do it. The other way of looking at it is to deny and cause excessive expense by requiring a septic design just to cut trees on the property will deplete the citizens money until that citizen can no longer afford to do the project. It is just like the Site Review committee requiring the drive way lines on the septic blue print to be extended two inches when the 100’x25’ existing driveway will surly fit four cars if needed.
I have brought up Religious land use and institutionalized person’s act of 2000. 42 U.S.C. 2000-1 Protection of religious exercise of institutionalized persons. We are disabled US Military Veterans from the combat that we did for our country, are institutionalized in our own minds for just that reason alone “No government shall impose a substantial burden on the religious exercise of a person.” Ignorance by government officials using that ignorance to run up expenses is wrong. Lee is our town all of it’s citizens and to allow government officials to miss use the law for what ever reason to keep homeless US Military Veterans away from lee is wrong and can never be tolerated. I have and will continue to work with the town of Lee but will not accept town officials using the claim of ignorant to stop my wife and I helping Homeless US Military Veterans.
Keep in mind that RLUIPA makes the town not only pay it’s own legal expenses but also the defendants. 101 Stepping Stone Rd is now owned by the Veteran Resort-Chapel, which is a NH Registered Non-Profit ID # 678141. We signed over the land because it sole purpose in the purchase is to help homeless US Military Veterans.
