Derry town government continues to spiral into oblivion

Throughout November the Town was bombarded with endless bad press concerning the Nottonson-Sarcione case…

You can Google Nottonson-Sarcione to see articles in Texas, on freerepublic.com, on Channel 4 News, etc., among the many articles chronicling the case of Derry Conservation Commisioner Elinore Sarcione’s strange interlude at Rockingham County Fish and Game Commissioner Stephen Nottonson’s house, which featured criminal threats, trespassing, and possession of deer’s head and entrails. Ms. Sarcione was all worked about her disdain for hunters.

And then, in front page news in the Derry News on 11/22/06, in an article titled “Sarcione: Officials told me to keep quiet,” we learned, according to Ms. Sarcione, that members of the Derry Town Council and the Conservation Commission conspired to buy her silence by allowing her to resign for illness rather than cause. (She had resigned on 11/13/06, citing Lyme disease, signing her resignation letter it is widely reported, when it was offered to her in the parking lot of the police station by a fellow commission member.)

In the mean time, in some sort of a colossal blunder, the Town Council has apparently improperly received her resignation and she is supposedly to be shortly reinstated, despite her behavior and the ongoing police investigation into her activities at the Nottonson home.

And, while these esoteric happenings are taking place, it appears that the members of the Derry Fire Department chose to launch a nationwide campaign from a blog at firehouse.com, apparently designed to intimidate Councilor Janet Fairbanks because she brought concerns from one of her constituents to the council and Chief Klauber about the use of Town’s expensive hook and ladder as some sort of a “ride” at a members wedding.

This madness appeared in another front page article in the Derry News on Friday, 12/1/06, titled, “Councilor takes heat for fire complaint.”. The postings were of such a tawdry and personal nature that the individuals had to have personal knowledge of her private life and her e-mails and came from as far away as Colorado.

Ms. Fairbanks, who could’ve demanded a full examination of the Town’s computers, chose not to, with a warning that future personal attacks of a similar nature would not be tolerated.

Interestingly, as soon as concerns were raised, the blog and the accompanying article from the Union Leader were removed by firehouse.com at the immediate request of the anonymous attackers, giving further credence to concerns about their origination.

These activities follow the DFD’s refusal to assist awoman at 245 am on a cold and windy night, who had locked herself out of her home with her dogs, by telling her over the phone to simply, “Call a locksmith.” So much for the serve and protect angle and the service for taxes angle.

All of these FD capers follow our latest massive tax increase, the FD’s reduction in services, the apparent refusal of the FD to allow civilians, (ie taxpayers) free entry to the fire stations we pay for, memos canceling all public fire department appearances and assistance, like parades and school visits, and the Chief’s wrangling with the Town manager, councilors, and an increasingly inimical relationship growing between the FD and the townsfolk.

And now we learn, sadly, that the Town manager, Russ Marcoux, may be leaving, to go to another NH town as manager…

The Town is in an absolute uproar, especially in view of the upcoming Council’s decision to re-award our tax dollars to the disgraced Derry Economic and Community Development agency, who director, Jack Dowd, had jumped from Chair of the Council, last July, to become the DEDC executive director for 60K a year, in a move viewed as highly suspicious by many, with legal opinions singling this out as suspicious. All taken against the better judgment of Marcoux, a majority of the townspeople, and good honest sense of any kind, given the DEDC’s past problems with embezzlement, the indictment of their past director, and the supposed co-mingling of Town and private monies.

On top of this, Dowd’s name is now being floated as apossible successor for Marcoux, even before the vote is taken by the Council onthe DEDC plans awarding Jack and the DEDC a contract for economic outreach.

Folks are growing restive with the reviews of these amateur hours, carnival acts, and cheap vaudeville appearing on the front pages of the Union Leader, the Eagle Tribune, the Derry News, to say nothing of national blogs and newscasts, as well as seeing the whole shabby affair play out in color on Channel 17 local TV on Council meeting night.

Whoa, you could turn this into a movie with Randy Quaid playing Dowd, Woody Allen playing Chirichiello, Meryl Streep playing Fairbanks, Ralph Fiennes playing Marcoux, Maury Chayken playing the fire chief, and have it directed by Ken Burton.

Derry needs to go back to a selectman form of government and get rid of the town council.

Either that or they need to clone about five more Paul Hopfgartens to take spots on the crooked council to clean it up.

Watch Merrimack go the same ugly route with their new charter form of government.

"Badford" is another fine example of waste and corrution.

These charter communities are like mini cities where the worst rise to the top with help from voting blocks of town employees.

So I take it your feelings are hurt because I pointed out a little thing like what your crooked charter was meant to do but couldn't accomplish?

Voters voted in a budget committee for the schools - by warrant article.

And your charter proponents claim it doesn't exist because you voted in a charter for the town?

So you drag out the establishment of the committee for seven months out of liberal rage aganist the voters.

Just like Coleman would do.

I haven't seen Rosemary Rung for a long time, but the next time I see Ken Coleman, i'll tell him you said hi :-)

And don't worry, i'm not offended by you calling me a "liberal", i'm just offended that people out there may take you seriously in your negative comments towards my town as well as your broadbrush stereotypes of people considering I voted yes on the Charter and Yes on the Budget Committee for the School District as well as yes for Jen Twodarski even though I disagree with alot of what she says (I've known her for awhile, and at heart I believe she just wants to help this town, and that always has to be commended.)

I hope in the future you'll realize that you're only hurting your own views by such shortsighted and needlessly confrontational behavior.

Just for everybody else, as well as Naile. Here's what he was talking about in regards to the Budget Committee.

The Charter Committee decided to eliminate the Town Budget Committee from the new town government.

However, in Merrimack the School District is totally independent from the town, and has its own town meeting, so Norm Phillips (a member of the Budget Committee, and a fervently anti-Bush Democrat, just for the record) established a warrant article on the school district warrant to create a budget committee for the School District.

The Charter passed in the Town Election and the Budget Committee warrant passed in the School Election.

Members for the Town Budget Committee were elected, and it has been implied that they were to be the new School Budget Committee, but that unfortunately wasn't clearly worded, and now everybody's afraid of getting sued for not following the results of the town warrant by its wording rather than its intentions.

In the end though, it's going to be largely moot for two reasons.

1. The Budget Committee was advisory only in the town, and if it were to transfer to the School District, nothing would have changed. The committee had no teeth, and it would have continued to just be a debating society.

2. There's a warrant coming up this year from what I heard to give everybody who was elected to the budget committee last year an extra year on their term and confirm that what was the town budget committee will be the school budget committee so that what we assume was the voters intent is made clear.

Actualy the warrant article was clearly worded and this is a very flimsy excuse to not have a budget committee.

It is the same with every town that tries to go charter. The charter committee either wants to get rid of a budget committee or stop or reverse Senate Bill 2.

Both are tools for transparencey and limiting spending.

To Whom It May Concern:

First let me advise you that my son who is sixteen years old, was pulled over on May 1, 2006 by the Derry Police Department for his left front tire touching the middle solid yellow line of Rockingham Road at dusk. He had only had his license for less than one month. My thirteen year old daughter was in the back seat, and my thirty year old nephew was in the front passenger seat. After being asked for his license and registration, my son was asked if he had any drugs, weapons, or bomb paraphernalia in the vehicle and was then asked to step out of the car. He was patted down along with my nephew. The Derry Police searched the vehicle and upon finding nothing, released my son to continue on his way to the Rockingham Mall.

I arrived home that evening at approximately 10:00 PM and was informed of what had transpired. I wrote a letter to Derry Police Chief Ed Garone on May 2, 2006 and informed him of the treatment my son was subjected to. Please do not misunderstand, I fully expected that at some point in my son's life he would be pulled over by a Police Officer and asked for his driver's license and vehicle registration. I did not expect my son to be asked if there were drugs or weapons in his vehicle, being subjected to a "pat down" and having his vehicle searched.

Russ Marcoux, Derry's Town Administrator suggested that I have a meeting with Ed Garone to discuss how my son was pulled over for driving too close to the middle yellow line (which my son and nephew said was bogus) to being subjected to a pat down and vehicle search. In the meeting I clearly stated to Ed that I would fully expect to have my son stopped and arrested if he were breaking the law. I also indicated that I did not expect my son to be pulled over for erroneous charges because of his relationship to me. Minutes were taken of this meeting and should be available for anyone's perusal.

I understand that the position that I am in subjects me to unsavory comments made about me as a person but I never expected that someone would stoop so low as to speak untruths about my child.

Please consider this a formal request to check the facts and if you find that what I have written to be the truth, to remove the offensive comment from your website. I believe that it is located in two different comment sections.

It would be most appreciated.

I think Councilor Fairbanks should resign from her position as Town Councilor. She obviously has no interest in public safety.

Let's remind everyone that she voted not to open a firehouse in the district which she represents.Even citizens who normally are against costly projects showed up to the Town Council meeting and asked that the station be built. Most of these residents live in the district which she represents. Isn't she supposed to listen to the voters? She lacks the qualities of a good public servant.

Unfortunately in this town, the majority of people who actually tun out to vote are the ones who want to tear this town apart.

On second thought, maybe Councilor Fairbanks should just move out of town all together. Isn't time she move on and terrorize another town. Or better yet another state!
Concerned resident, perhaps your attention should be focused less on councilor Fairbanks and more on the actual reason the new station failed...it had to do with two annoying little details you knowingly ommitted. First councilor Dowling was on vacation and secondly,councilor Reisdorf momentarily chose not to be a rubber stamp with the usual majority (of course moments later he tried to change his vote back or some such thing) but in the end the fire station failed.
Bottom line DFD enjoy's an $11 million budget, It has 86 on staff. It's employees are very, very well compensated. This small town does not require all the "bells and whistles" (how appropo) of a major metropolis.
Finally, I would like to point out that there has been no councilor that I can recall that has authored more letters to the editor explainning her position(s) then councilor Fairbanks, In addition, aside from her visibility in larger more public matters, I have first hand knowledge from many of her constituents that would attest to her effectiveness in advocating for more mundane day to day matters of citizens, and that's a fact. Remember, Fairbanks at the time was a relative unknown when she defeated long, long time encumbent Katsakiores who was as found of her position as she was of her junkets...but like every junket, voters said her time as a councilor had come to an end,

We would like to say, we are 13 year old residents of derry. Through our children we have been involved with the schools, sports, clubs and many other aspects of life in this community.
Due to our busy schedules, like so many other of our friends and acquaintances, one area that admittedly we have been casual observers of is the town of derry politics.
Though we had no occasion to have met our town councilor Janet Fairbanks prior to the time that we asked her for assistance in resolving a public safety issue. We are quite surprised at those that freely and incorrectly take issue with the work she is performing on behalf of her constituents in District #1.
For the record, The interest, professionalism and speed in which she addressed what we strongly believed to be a public safety issue was in stark contrast to the over 3 months of other attempts within the town we had to endure to have this same matter addressed.
We simply want to set the record straight from the perspective of an actual resident of District #1 that we take issue to those that apparently seek to minimize what Janet Fairbanks gets accomplished for her constituents and town of derry residents.
We can only hope other councilors bring the same level of energy, smarts and thoughtfulness to their positions, as you demonstrated Janet. Your efforts are appreciated and have been echoed by many other neighbors and friends in derry since our dealings with you. Keep doing a good job.
